Permanent Residence is an authorization granted by the National Directorate of Migration of Paraguay to foreigners who already reside legally in the country and wish to settle permanently.
It is the next step for those who already have temporary residence or have direct ties with Paraguayan citizens. The holder can move freely, live and carry out legal activities for an indefinite period of time in Paraguay.
Document validity
The residence is permanent, but the residence card needs to be renewed every 10 years. Renewal is simple and administrative, without the need to revalidate all the documentation.
Option 2
Permanent Residence for Children or Spouses of Paraguayans
For foreigners with a direct link to a Paraguayan citizen

What is this document?
This type of Permanent Residence is intended for foreigners who are children or spouses of Paraguayan citizens, allowing them to directly regularize their stay in the country.
It is not necessary to have previously passed through temporary residence. Proof of family ties is done with legal documents and must comply with the criteria established by the National Directorate of Migration.

The residence is permanent, with the requirement to renew the card every 10 years, in a simple and administrative manner.
Option 3
Permanent Residence for Relatives of Returnees
For foreign family members of repatriated Paraguayans.

This residence is intended for foreign family members of repatriated Paraguayan citizens, as provided for in Article 48 of Law No. 6984/22.
It is necessary to prove the direct link with the repatriated Paraguayan by means of legally recognized certificates and documents. The process is conducted directly with the National Directorate of Migration.

The residence is permanent, with renewal of the card every 10 years. Renewal is simple and does not require complete resubmission of the initial documentation.
Option 4
Permanent Residence MERCOSUR
For those who already have MERCOSUR temporary residence

This modality allows citizens of countries that are signatories to the MERCOSUR Residence Agreement to apply for permanent residence, provided that they already have a valid MERCOSUR Temporary Residence.
The application must be made within the last 90 days of the temporary residence validity period. This conversion offers greater stability in the country and facilitates the legal integration of foreigners in Paraguay.
